Utah fire alarm inspecting and testing certificates and NICET: what the state asks for

Does Utah require NICET to inspect and test fire alarms? No, but the state's certificate levels are built to line up with it. The Utah State Fire Marshal certifies people who inspect and test fire alarm systems at three levels, and a NICET Fire Alarm Systems certificate lets you skip the matching written exam. The rule and the agency page are not worded the same way, so confirm what you need with the State Fire Marshal before you apply.

Who needs a certificate

Rule R710-11 says nobody may inspect and test fire alarm systems without a certificate of registration from the State Fire Marshal. The rule exempts the authority having jurisdiction doing its own acceptance testing or inspections, and a building owner or designee doing extra periodic checks beyond the required annual inspection. The rule covers inspecting and testing, not installation.

The three levels and where NICET fits

Utah certificateWhat the agency page says it is forNICET role
Basic Fire Alarm TechnicianPeople new to the industry; work must be directly supervised by a higher levelA current NICET Level I means the Basic test is not required
Fire Alarm TechnicianExperienced people inspecting and testing systems in buildings up to four storiesNICET Level II is described as equivalent
Master Fire Alarm TechnicianHigh-rise buildings and buildings with smoke evacuation or smoke controlNICET Level III or IV is described as equivalent

The agency says the certification fee is still due, so that the state can issue its own card. The agency page names NICET Fire Alarm Systems, so if you hold the Inspection and Testing program instead, ask whether it is accepted.

Where the two sources differ

The agency page speaks of NICET being equivalent to each level. The rule in the copy posted on the same site is narrower. It says that applicants with the matching NICET certification have the written exam waived, and the Basic level still lists a manipulative skills task book. That rule copy shows its last substantive amendment as 21 Sep 2010 and a continuation notice from 2011. Ask the State Fire Marshal whether the task book is still needed if you hold NICET Level I.

Other rule points

  • Certificates are valid for one year and renewed annually. Holders take a re-examination every three years.
  • Proof of public liability insurance is required with the application, at the minimums the rule states ($100,000 per incident and $300,000 total).
  • Exams are open book, with a 70 percent pass mark and a two-hour limit. The agency page says the exams draw mostly on the 2019 edition of NFPA 72, plus Utah rules. Ask which edition is current.
  • New employees may work under constant direct supervision of a certificate holder for up to 90 days before they must hold their own.
  • Systems must be inspected annually by a certificate holder, and service tags are required.

Fee amounts are not stated in the rule or on the agency page we read, so ask the office.

Where our free check fits

If you are going the NICET route, the free 10-question Level II check scores you by domain so you know where to start. It is practice for the NICET Fire Alarm Systems Level II exam, not for any Utah exam, and it does not predict a result. The Level III exam guide covers the Master route.

For another state that waives a technician exam for NICET Level II, see the Texas page. For the full list, see NICET state requirements for fire alarm licenses.
