Alabama fire alarm permit and NICET Level II and III: what the state asks for
Does Alabama require NICET for fire alarm work? Yes, in two places. A fire alarm contractor needs a State Fire Marshal's permit, and the person named on that permit must hold NICET Fire Alarm Systems Level III or above. Individual technicians who program, maintain, test, inspect, certify or modify systems need Level II, or another national certification the State Fire Marshal accepts as equivalent. NICET itself is not a license. It is the proof the state asks for before it issues the permit. This page sums up the statute; it is not legal advice, so confirm the current rules with the State Fire Marshal before you apply or bid.
Who needs what
- The contractor. Anyone in the business of installing, repairing, altering, adding to, maintaining or inspecting fire alarm systems in Alabama has to operate under the state permit. The statute sets out a few exceptions. They include an owner whose own trained employees work only on the owner's premises, a smoke detector in a home, and a home combination burglar and fire system put in by a licensed burglary alarm contractor.
- The certificate holder. One person is named on the permit as the responsible owner, partner, officer or employee in charge of the work. That person must show a current NICET Fire Alarm Systems Level III or above certificate. A person can hold the certificate for only one contractor at a time.
- Technicians. Each individual who programs, maintains, tests, inspects, certifies or modifies a system must show current Level II proof. A new hire has 12 months to meet this and works under the direct supervision of the certificate holder until then.
The steps, as the statute describes them
- Earn the NICET level the role needs. The level requirements guide covers the experience and exams for each level.
- The contractor files the State Fire Marshal's application form with the application fee. The statute states a $100 fee at application. It leaves the renewal amount to the State Fire Marshal, so ask the office what it is now.
- Send a copy of the current NICET certificate for the named certificate holder. The statute accepts it as written proof.
- The permit is issued in the contractor's name with the certificate holder noted. It expires every year on 30 September. The renewal application is due at least 30 days before then, and a lapsed permit means the contractor may not do the work until a new one is issued.
- Give the local building official a copy of the permit. The statute says local officials may not add their own competency requirements for a certified contractor beyond that proof, although local permit fees still apply.
Why it matters on real jobs
The record of completion for every system installed in Alabama has to be signed by a certified fire alarm contractor. Systems installed after 1 August 2009 must also be maintained and inspected by one. Plans that go to a municipality, county or the state must either carry a seal from an Alabama professional engineer or come from a certified fire alarm contractor. In practice, the Level III holder is the person whose name sits behind the paperwork.
What the NICET exams cover
Level II is open book and ties installation and maintenance to drawings, loading calculations and coordination of the work. Level III moves toward design, submittals and supervision. See the Level II exam guide and the Level III exam guide for the domains in plain words. The statute names NICET's Fire Alarm Systems technician levels, so Inspection and Testing certification may not satisfy it by itself. Ask the State Fire Marshal before you rely on it.
